Many issues from infrastructure to transportation before a manunufacturing center is possible. Throwing up a building and sticking a manufacturing facility maybe fine to do some testing. On the other hand, making the village attractive to the people we need to run a Manufacturing Village takes years of preparation and infrastructure construction.
Probably it will take a year to gather the right people for the organization.
Making the railroads build and maintain spurs and long-distance shipping are necessary just as making trucking possible near and far from the Interstate Highway system. Planning and constructing housing for workers and executives doesn't happen overnight. Where will new stores be built? Service industries like home maintenance and auto services. Does the local government need expanding?
Building Manufacturing Villages to last many years and generations is something we really have little expertise.
My estimate is 3-5 years to get things rolling. And I really am guessing.
